Why would you make it divisive, you could limit the target to 50 or increase it to 75 to make it easier to manage across a syndicate looking to complete the quests as quickly as possible.

Have you ever considered a gamble option in the quests, those who complete early are given the option to reset the quests and do them again. If they don’t complete all of the quests they lose all of the FP’s that they might have expected from completing the first time but if they do complete then they should get at least double the number they could have expected.
